VLADIMIR Putin has suggested Russia and Japan should sign a peace treaty before the end of 2018 to formally end hostilities from the Second World War.

Japanese prime minister Shinzo Abe has been pushing for a way forward in the dispute, with the leaders holding numerous meetings and reportedly getting as close to solving the row as they have ever been.

The pair have discussed ways to solve the dispute for years, including making the Northern Territories a joint economic zone.
